Mary Lee Penney is Executive Vice President, Director and Commercial Loan Manager at Chelsea State Bank. She has over 30 years of commercial banking experience. She joined Chelsea State Bank as a Vice President of Commercial Lending in 2002. Prior to being hired by Chelsea State Bank, Mary Lee worked at National City Corp., (now PNC), and Bank One (now Chase).
Mary Lee is a Rotarian and on the Board for Chelsea Rotary Club as Treasurer. She is a past officer with the Michigan Bankers Association.
Mary Lee earned her Bachelor of Business Administration Degree from Western Michigan University, and her Master of Science Degree in Finance from Walsh College.
Steve Saules joined Chelsea State Bank in 2012 as Vice President and Commercial Loan Officer. He has nearly 30 years of banking industry experience. He previously worked at Key Bank and Bank One (now Chase) as a Commercial Banker and loan officer.
Steve is Vice Chairman of a non-profit Board for Community Living Services, Inc., and a board member of the Chelsea United Way. He previously served on the Board of the Michigan Business Brokers Association. He earned his Bachelor of Business Administration Degree in Finance from the University of Michigan, and his MBA from Wayne State University.
Jim Wolfington joined Chelsea State Bank as a Vice President in commercial lending in 2007. Now with over 30 years in the industry, he previously worked at Bank of Ann Arbor, National Bank of Detroit (now Chase) and Bank of Galesburg (now First Midwest Bank).
Jim earned his Bachelor of Arts degree in Economics from Knox College and his Master of Business Administration in Finance from the University of Iowa.
As a local community banker, Jim is treasurer of Lurie Terrace, an Ann Arbor senior apartment community and serves on the Ann Arbor Community Board of Ele’s Place, a not-for-profit organization to support grieving children. Jim is also active in the Ann Arbor Kiwanis Club. He was formerly on the Boards of Directors at Michigan Ability Partners and the Humane Society of Huron Valley. Jim received the 2018 Community Spirit Award from the Federal Home Loan Bank of Indianapolis for his efforts supporting affordable housing in Ann Arbor and Chelsea.
Matthew E. Noggle joined Chelsea State Bank in January of 2017 as an Agricultural Lender. His duties include expanding the bank’s agricultural portfolio in Jackson, Livingston, Ingham and Washtenaw counties, as well as commercial lending.
Matt joins Chelsea State Bank with a lifetime of experience in farming, as a partner in his family-owned farm in Manchester, Mich., and four years as a loan officer for the Bank of Colorado specializing in ag lending.
Graduating from Colorado State University, in Ft. Collins, with a dual Bachelor of Science in Animal Science and Agricultural Business, Matt also studied at the Institute of Agriculture Technology on the campus of Michigan State University in East Lansing, then received an Associates of Animal Science from Connors State College in Warner, Okla.
Matt is active in community service and is a member of the Michigan Farm Bureau, Michigan Cattleman’s Association, and is an assistant coach for the Washtenaw County Livestock Judging Team. In Colorado, he was active in many associations including the West Yuma Chamber of Commerce as a Board Director and a coach for the Yuma County 4-H organization.
Matt understands the financial needs of the local farmer as well as the major agribusiness distributor.

Mark McCulloch joined Chelsea State Bank in 2011 as Vice President and Commercial Loan Officer. He has extensive commercial loan experience including 16 years with National Bank of Detroit and seven years of community banking with Detroit Commerce, a Capitol Bancorp affiliate in Detroit and two years at Citizens Bank.
Mark received his bachelor’s degree in Business from the University of Michigan Dearborn, and is a Certified Public Accountant.
Mark has served as a board member of the Chelsea United Way, the Walsh College Financial Advisory Committee and the Friends of Detroit Public Library.
